motd based on security rule

Hello,

We have a payroll lockout process where the payroll department set a certain payment code as "active" in PR20.4.

Users cannot do certain things in the system depending the status of this flag. -- A security rule checks this flag and will either give "ALL_ACCESS' or just "I,N,P'. 

Is there a way to tell the user that the system is in payroll lockdown mode when they log in?

something like a message of the day, or just make a certain image or bookmark appear.
